SUMMARY OF DUTIES 
This position has the overall responsibility for leading Track & B&B field operations and inspection on the Empire Division. Provides technical, logistical and administrative support to the Deputy Division Engineer for the efficient and cost effective management of track maintenance and construction projects and alsofor all building, bridges, and structures related maintenance and construction projects.

 

ESSENTIAL FUNCTIONS 

• Ensures all track and structures projects are initiated using the department’s guidelines and maintenance and construction programs support existing schedule and maintain a safe and dependable environment for all train operations.
• Must be intricately involved in the development of work activities, funding, spend plan and the project schedule.
• Coordinate track and structure maintenance and construction projects with other departments, control force levels on the division by advertising/abolishing craft positions.
• Ensures regular track and structure inspections are made and the summary maintenance reports are provided to appropriate Amtrak management and to the FRA.
• Ensures all aspects of the physical plant meet or exceeds current FRA standards.
• Monitors the procurement status of all material and ensures the proper installation of materials.
• Provides input to the Safety and Emergency Response Plans for the Division.
• Implements safety plan for the prevention & elimination of personal injuries and hazardous conditions on the right-of-way.

 

MINIMUM QUALIFICATIONS 

• Bachelors Degree required OR equivalent combination of training, education and relevant experience may beconsidered in lieu of a degree
• Track and/or structures supervisory experience with experience in all phases of inspection, maintenance, and construction of track and structures.
• Knowledge of railroad operations and Amtrak divisional operating process and procedures related to CETC and track usage. 
• Demonstrated skills using PC-based spreadsheet (Microsoft Excel, Access); Microsoft Word, PowerPoint, and Outlook. 
• Qualified or have the ability to be qualified in MW1000, NORAC, RWP, AMT 2, applicable FRA rules & regulations. 
• Excellent written and verbal communication skills
• Maximo Familiarity
• Experience working with an Enterprise system; Preferably SAP

 

PREFERRED QUALIFICATIONS 

• 7+ years of practical Railroad experience.. 
• Sr. Management, project management, inventory management, technical supervision, effective communication, administration.
• Planning/scheduling, budget/finance, field production methods, RR maintenance and construction methods, RR operations and procedures, spreadsheets. 
• Effective writing, effective presentations, conducting meetings, conducting interviews, supervisory skills, advanced management and leadership, interpersonal communications, handling employee injuries, conducting investigations, PPE.
• Must be computer literate and have excellent communication skills to deal with all levels of employees.

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

 

PAY TRANSPARENCY:

  The salary/hourly range is $130,000 - $143,530. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
