You will serve as a/an MARINE INVESTIGATOR and be responsible for performing as the primary Marine Investigator providing technical expertise and leadership to the Captain of the Port (COTP)/Officer in Charge Marine Inspection (OCMI) in all aspects of marine casualty investigations. The Marine Investigator serves as the civilian resident Prevention Department's source for continuity of investigation program policies, technical issues, special program support activity and is a primary contact with other Federal, State and local law enforcement agencies related to marine investigations such as the Department of Interior/Minerals Management Service, Department of Justice; Federal Bureau of Investigation; Customs; Bureau of Alcohol, Tobacco, and Firearms, Department of Defense, Department of Labor's Occupational Safety and Health Administration and local maritime industry representatives.

Providing input to the COTP/OCMI regarding most appropriate level of investigative effort and subsequent enforcement actions or criminal referral, as appropriate, in response to all reportable marine casualties within the Sector's AOR.
Investigating deaths, injuries, property loss, and environmental damage to determine the associated organizational factors, human performance, equipment, and environmental causal and defense.
Investigating merchant mariner negligence, misconduct, incompetence, and dangerous drug use leading to appropriate remedial MMC suspension or revocation.
Issuing and seeking enforcement of subpoenas to compel the appearance of witnesses or to an interview or hearing, require the production of books, papers, documents and any other evidence desired related to waterfront facility casualties, pollution incidents, MARPOL violations, outer continental shelf casualties, marine casualties and suspension and revocation investigations.

Key Requirements:
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience must include the following: Preparing investigative reports, briefing papers and technical analyses related to the findings of facts, conclusions and safety recommendations made related to marine casualty investigation; analyzing casualty investigations or trends in casualty data to draft appropriate Safety Recommendations, Safety s, Letters of Concern, Issue Papers, and Memos; Investigating merchant mariner negligence, misconduct, incompetence, and dangerous drug use leading to appropriate remedial MMC suspension or revocation, including the preparation and presentation of the government's case before an Administrative Law Judge; Issuing subpoenas and complaints, negotiates Settlement Agreements, processes Voluntary Surrenders and Deposits and Administrative Clemency applications.
