Job Description
The OSP Permit Coordinator provides support to engineering services through detailed analysis of designs and databases as well as a thorough knowledge of permit requirements for construction across municipalities, county and state agencies. This position requires a working level of knowledge in aspects of OSP (Outside Plant) fiber and copper networks. The successful candidate is responsible for identifying the designs permit requirements and coordinating with appropriate permitting authorities to obtain required permits for construction of the OSP telecommunications network.
The OSP Permit Coordinator will work to obtain necessary permits in the Public ROW, private easements, and aerial pole attachments. This position will work in a hybrid function between Dobsons BAU and FTTH business units. The OSP Permit Coordinator will work as a project management specialist ensuring that projects stay on track by provide detailed attention to permit and project schedules.
ESSENTIAL FUNCTIONS: - Under general supervision of the Director of OSPe, Utility Agreements, the OSP Permit Coordinator will be responsible for establishing and maintaining a Permit databases.
- Work on various OSP (Outside Plant) projects to obtain construction permits
- Ability to read construction drawings
- Document permit processes
- Educate co-workers and vendors as needed on Permit requirements
- Does related work as required
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND ATTRIBUTES: - 5-7 years of experience in permitting with the Oklahoma Department of Transportation; Oklahoma Turnpike Authority; City/County/Municipality, i.e., Oklahoma City; Railroad (Eagle 1); and Pole Attachments, i.e., PSO/AEP, OG&E, and utility co-ops.
- Ability to understand and operate with GIS (Geographic Information Systems), ESRI, and Shapefile functionality
- Ensure all permits are submitted in a timely manner and permitting requirements are met with the necessary permitting agencies.
- Act as liaison between external agencies and Dobson Fiber by conducting virtual or in-person meetings.
- Understanding of commercial and business operations in how permitting relates to achieving the overall goals a company.
- Resolve any escalations and ensure rapid responses are provided to internal and external stakeholders.
- Attend estimating, pre-construction and project team meetings.
- Coordinate with internal PMO and Marketing Engineers to review designs and permit timelines.
- Work with CAD contract vendor to ensure project designs are translated into permit prints with the proper details.
- Request public and or private (franchise) utilities.
- Review engineering designs and construction permits to provide guidance and corrections as needed.
- Experience working as a user (not necessarily an administrator) in a database
- Experience in maintaining permit documentation, processing Make Ready payments, acquiring COI and or Bond, completing City/County/Municipality yearly renewals.
- Work with outsource vendors for PLA / Make Ready work.
- Assist the Director of OSPe, Utility Agreements in initiating Joint-User-Agreements and post-inventory activities.
- Assist the Director of OSPe, Utility Agreements in high level permitting costs analysis and budget.
QUALIFICATIONS INCLUDE: - Bachelors degree is preferred.
- Experience or understanding of permitting, estimating, engineering packages, commercial real estate and/or construction required.
- Advanced Microsoft Office and Google suites (Word, Outlook, Excel, Google Earth)
- Understanding of project management tools, such as, Smartsheet.
- Strong organizational skills, initiative, and meticulous attention to details
- Strong problem solving and critical thinking skills.
- Ability to follow instructions furnished in written, oral, diagram or schedule form.
- Excellent written and verbal communication skills, including ability to work well within a team.
- Ability to handle confidential information and communications in a secure and professional manner.

- Understanding of Rural Utilities Services a plus
- Available for travel to meetings; Travel less than 5% a year.
