About City Performance

The City Performance team is part of the City Services Auditor (CSA) within the Controller’s Office. CSA’s mandate, shared with the Audits Division, is to monitor and improve the overall performance and efficiency of City Government. The team works with City departments across a range of subject areas, including transportation, public health, human services, homelessness, capital planning, and public safety.

City Performance Goals:

  • Support City departments in making transparent, data-driven decisions in policy development and operational management. 
  • Guide City departments in aligning programming with resources for greater efficiency and impact.
  • Provide City departments with the tools they need to innovate, test, and learn. 

We have a broad portfolio of projects utilizing our data analysis and visualization, facilitation and inter-departmental collaboration, project management, process improvement, performance measurement and management, and contracting skills.

Job Description

Senior Performance Analysts work with Project Managers and departmental partners to improve public services in San Francisco.

Analysts typically work on a variety of projects and every day is different. Analysts plan and assist in facilitating in-person and virtual meetings, spend time working independently on data analysis or writing, and/or collaborate with a team of analysts and managers on process mapping. Typical projects and duties include:

Analysis, Data Visualization, and Performance Reporting

  • Create data analysis plans, and gather, analyze and visualize data. Develop dashboards and presentations using spreadsheets and potentially other statistical and visualization programs (e.g., R, PowerBI, or ArcGIS). 
  • Design, implement and analyze surveys; conduct benchmarking and best practice research.
  • Identify and track performance measures to drive departmental decision-making.

Technical Assistance and Policy Projects

  • Conduct research, policy analysis, and stakeholder engagement to support improved services related to homelessness, public health, transportation, and other critical service areas.
  • Use interviews and workshops to identify and design improvements to operational challenges.
  • Manage consultant contracts to provide expert technical assistance to City departments.
  • Analyze and improve City processes using continuous improvement methods, such as Lean Process Improvement.

Facilitation and Communication

  • Promote inter-departmental collaboration, coordinate Citywide working groups and facilitate City stakeholders to collaborate on improvement initiatives, programs and policies.
  • Prepare and deliver reports, infographics, dashboards, and/or presentations to communicate project results to the public and City stakeholders.
  • Deliver training and coach departmental staff to build technical skills.

Divisional Leadership

  • May supervise and coach junior staff on a project-by-project basis, including providing on-the-job training, and evaluating staff performance on projects. 
  • Recommend operational changes for City Performance and the Controller’s Office and participate in organizational development initiatives, including annual work planning, strategic planning, staff committees, etc.

All positions are in the Controller's Office only.

Qualifications



Training:
Possession of a baccalaureate degree from an accredited college or university in business or public administration, accounting, finance, statistics, the social sciences, English, or a related field.

Experience:
Two (2) years of experience performing complex policy analysis, project management, public administration, or consulting; functional understanding of local government operations.

Substitution:
A master's degree in business or public administration, accounting, finance, statistics, or a related field may be substituted for one (1) year of the required experience.

Written Multiple Choice Examination (Weight 100%): 
Candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas including but not limited to: Knowledge of organizational design, operations and management; Ability to conduct research and analysis and use data for design and decision-making; Ability to use computer applications; Written Communications Skill; Interpersonal Skills; and Organizational Skills.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
