Program Overview

The DoD Office of Small Business Programs (OSBP) is dedicated to supporting small businesses in the defense industry. Their Subcontracting Program aims to promote the participation of small businesses in government contracts by encouraging prime contractors to subcontract with small businesses. This program helps small businesses gain access to defense-related contracting opportunities and ensures that a fair share of contracts is awarded to them.

The Subcontracting Program sets goals for prime contractors to achieve in terms of the amount of subcontracting work awarded to small businesses. These goals vary depending on the type of contract and the contractor's history with subcontracting. OSBP provides guidance and assistance to prime contractors in developing and implementing effective subcontracting plans. They also monitor prime contractors' compliance with the program's requirements and assess their subcontracting performance.

Job Description

This position will provide direct support to the OSBP Subcontracting Program. This position requires a broad knowledge of program management experience to include contract management, program oversight, policy development, writing, communications, and outreach.

The Program Analyst will support OSBP with subject matter expertise in their disciplined portfolio and will have the chance to collaborate with high-level policymakers, key stakeholders, and play a key role in championing the outcomes and impact of DoD's investments in the industrial base.

Responsibilities

  • Subcontracting Program Support:
  • Collaborate with the Associate Director and other stakeholders to develop and implement effective subcontracting plans in accordance with government regulations.
  • Monitor and evaluate subcontracting activities to ensure adherence to plan goals and compliance with applicable laws and regulations.
  • Provide guidance and support to prime contractors and subcontractors in the development and execution of their subcontracting plans.
  • Assist in identifying subcontracting opportunities and potential small business partners for specific projects.
  • Small Business Engagement:
  • Foster relationships with small business owners, industry organizations, and government agencies to identify potential subcontracting opportunities and partnerships.
  • Actively promote the utilization of small businesses in contract awards and assist in their inclusion in prime contractors' supply chains.
  • Advise small businesses on the requirements and procedures for participating in government contracts.
  • Collaborate with internal teams and external stakeholders to develop strategies for enhancing small business participation and success.
  • Regulatory Understanding and Guidance:
  • Stay abreast of regulations, policies, and guidelines related to small businesses, subcontracting, Federal Acquisition Regulations (FARs), and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Develop a comprehensive understanding of the regulatory landscape impacting subcontracting and small business programs within the defense industry.
  • Interpret and analyze complex regulations and policies, ensuring compliance in subcontracting activities and small business utilization.
  • Provide guidance and clarification to internal teams, prime contractors, and small business owners regarding the specific requirements and obligations outlined in relevant regulations.
  • Proactively communicate updates and changes in regulations to stakeholders, ensuring their understanding and awareness of compliance obligations.
  • Collaborate with legal and compliance teams to assess potential risks and propose mitigation strategies related to subcontracting and small business programs.
  • Assist in the development and implementation of internal policies and procedures to ensure alignment with regulatory requirements and industry best practices.
  • Maintain accurate records, reports, and documentation related to subcontracting and small business utilization.
  • Assist in conducting audits and assessments to ensure adherence to regulatory requirements and contractual obligations.
  • Reporting and Analysis:
  • Prepare regular reports on subcontracting performance, including achievements, challenges, and areas for improvement.
  • Conduct data analysis to identify trends, patterns, and areas of concern in subcontracting and small business utilization.
  • Provide recommendations and strategies to enhance the effectiveness of the Subcontracting Program based on analysis and best practices.
  • Produce congressional reports that focuses on the DoD's subcontracting program and provides details on prime contractors' utilization of small businesses as subcontractors.
  • Training and Guidance:
  • Provide guidance and support to program personnel and prime contractors on subcontracting regulations and small business utilization.
  • Conduct training sessions and workshops to educate stakeholders on best practices, compliance requirements, and the benefits of small business participation.
  • Stay informed about industry trends, changes in regulations, and emerging practices related to subcontracting and small business programs.
  • Relationship Management:
  • Cultivate and maintain positive relationships with prime contractors, small businesses, and relevant government agencies.
  • Serve as a point of contact for inquiries, issues, and concerns related to subcontracting and small business participation.
  • Collaborate with internal and external stakeholders to address challenges and resolve disputes related to subcontracting agreements.

Required Qualifications

  • Able to obtain an active Secret.
  • Bachelor's degree in Business Administration, Contract Management, Public Policy, Communications, Political Science, or any other related field.
  • 5-10 years of experience in Contracts or Program Support.
  • Strong knowledge of Federal Acquisition Regulations (FARs) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Proven experience in subcontracting, contract management, and small business programs within the defense industry
  • Understanding of DoD acquisition and procurement data.
  • Understanding of federal government contracting lifecycle.
  • Writing and communication skills are a MUST.
  • Excellent interpersonal and presentation skills.
  • Ability to work in a fast-paced, dynamic environment with cross-functional teams.
  • Ability to work independently and manage timelines.
  • Excellent analytical skills with the ability to interpret and present data effectively.
  • Detail-oriented with exceptional organizational and time management abilities.
  • Strong communication and interpersonal skills to collaborate effectively with internal teams, prime contractors, and small business owners.
  • Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.

Preferred Qualifications

  • Master's degree.
  • PMP or DAU certifications
